fix(i18n): fill missing keys in de, pt and zh locales (#861)

## What this PR does / why we need it:

Follow-up to #859, as offered on #468. `de.json` and `pt.json` each miss
7 keys that `en.json` has, and `zh.json` misses one. i18next falls back
to showing the raw key, so German and Portuguese users see
`EventAggregator.PreparingDiagnosis` and similar in the event diagnosis
and exception list, and every non-English user except Korean and Hindi
sees `YAML.Refresh`.

The wording follows what each file already uses for the same idea (for
example `YAML.Interpret` is "KI-Interpretation" and "Interpretação IA",
and `LogAggregator.DiagnosisError` is "Diagnose fehlgeschlagen" and
"Falha no diagnóstico").

Removed, because no code reads them any more:

- `ExceptionList.Diagnose` and `ExceptionList.FailedToDiagnoseLogs` in
de and pt. en.json renamed these to `ExceptionList.Interpret` and
`ExceptionList.FailedToInterpretLogs`.
- `LogAggregator.DiagnosingLogs` and
`LogAggregator.AIServiceNotConfigured` in pt. They exist only in
pt.json.

New keys sit next to the same keys in en.json, so the files stay easy to
compare.
