[fix] Prevented cross-organization access to CA CRLs

Organization managers with permission to view CAs could guess
CA IDs and download certificate revocation lists belonging to
other organizations.

The issue did not expose CA private keys or allow changes.
It primarily affected deployments configured to protect CRLs,
because CRLs are publicly accessible by default.
