refactor: enhance godoc documentation and refine internal sentinels

- Clarify preconditions, panic behavior, and scratch buffer usage in Godocs for
  unwrap and wrap in safe mode.

- Simplify sentinel initialization in unsafe-conversion.go using netip.IPv4Unspecified()
  and netip.IPv6Unspecified().

- Document the ignored scratch buffer parameter in the unsafe wrap function to preserve
  explicit API parity with the safe build implementation.
