refactor(deps): replace pvtsutils and pvutils with @peculiar/utils 4 (#213)

* refactor(deps): replace pvtsutils with @peculiar/utils 4 and update pvutils to 2

Convert and BufferSourceConverter come from @peculiar/utils, the BufferSource
type from its root entry (the legacy entry doesn't export it). Its
FromHex/FromUtf8String/FromUtf16String and concat return ArrayBufferLike;
OctetString#getValue() casts the concat result, which is always a new
ArrayBuffer. pvutils 2 has the same API as 1.

Both packages are ESM-only and need Node.js ^20.19.0 || >=22.12.0, so this
must not be released in 3.x; it ships with the ESM-only 4.0.0.

* build(deps): bump @peculiar/utils to ^4.0.1

4.0.1 restores strict UTF-8 handling in the legacy Convert helpers
(PeculiarVentures/pvtsutils#43), which the Utf8String raw-bytes fallback
depends on.

* refactor(deps): replace pvutils with @peculiar/utils 4.1 codecs

Follow the pvutils migration guide in @peculiar/utils: uint/int codecs
for base-128 SIDs and tag numbers, lengths, and two's complement
integers, bytes.equal for isEqual, and String.prototype.padStart for
time strings.

The new codecs throw a RangeError instead of returning an empty buffer
or losing precision. Decoders and encoders map that to the existing
error and hex-only paths, so fromBER and toBER still do not throw:

- SIDs and tag numbers from 2^49 to 2^53 now encode; they produced an
  empty encoding before.
- SIDs and tag numbers above 2^53 decode as hex-only and round-trip
  unchanged instead of decoding to an imprecise number.
- Integer encodes any integral number exactly and throws a RangeError
  for fractional values, which were truncated before.

- BMPString.fromBER returns an error for odd-length content instead of throwing a RangeError
- Integer valueDec setter validates input before mutating state, so a rejected value leaves the block unchanged
