[query] Ignore an older config version when refreshing the TLS CAs (#853)

- Bug fix

#### Description

- `refreshTLSFromDB` skipped a config only when its version was equal to
the last applied one (`configTX.Version == lastVersion`), so a read that
returned an older version would roll the dynamic TLS CAs back to that
older config.
- It now skips any config that isn't newer than the last applied one
(`configTX.Version <= lastVersion`), so the TLS CAs only ever move
forward. The doc comment says so too.
