Optimize base64 images in card and alert blocks (#90)

* Optimize base64 images in card and alert blocks

The "testo_riquadro_immagine" and "alert" blocks store their image inline
as base64, so large uploads make the page payload huge (12 MB on a real
home page). A block deserializer now resizes these images to max 1600px
and converts them to WebP on save; images already optimized are skipped.
Upgrade step 3105 migrates existing contents (blocks, blocks fields and
site root) and logs every optimized image with a final summary.

* Convert all non-WebP images, drop the size in bytes threshold
