Test the README telemetry table against export

The Telemetry section of the payjoin-mailroom README is the published
description of what leaves an operator's server, and payjoin.org links
to it by its heading anchor. Nothing tied the table to the code, so a
renamed or added gauge could ship with a stale README.

Move the list of exported metrics out of the export-surface test into
the test module, where that test still pins it to what the export
provider emits, and add a test that requires the first table under the
README's `## Telemetry` heading to list exactly those names. It also
fails if the heading is renamed, which would break the inbound anchor.
