Make the newer-file shutdown test independent of the coarse file clock

testShouldShutdownWhenFileIsNewer took the start time, slept one second
and touched the file. touch() stores the whole second of the kernel's
coarse clock, which lags the wall clock by up to one tick (about 4 ms at
250 Hz). When the start time fell in the first milliseconds of a second,
the touch landed in the start's second, the file counted as older than
the worker and the test failed (about 1 in 65 random-order runs; every
run when aligned to a second boundary).

Start two seconds back instead. This also drops the one-second sleep.
