Publish a GitHub release when a version tag is pushed

Pushing a tag such as 6.0.0 (no "v" prefix) builds tar.gz and zip source
archives with git archive, so export-ignore applies as in the Composer dist
archive, writes their SHA256SUMS, attests their build provenance and creates
the GitHub release with the CHANGELOG.md section as notes. A tag with "-"
is published as a prerelease. Actions are pinned and the permissions are
limited to the release job.
