ci: pass DCM 1.40.0 (#1977)

## Summary

CI installs the latest DCM, and 1.40.0 reports 22 new warnings in code
that has not changed, which fails the `DCM` job on every PR (for example
#1976).

- `avoid-unnecessary-collections`: the six one-element
`containsAllInOrder([x])` matchers in `supabase/test/mock_test.dart` are
now `contains(equals(x))`. DCM suggests plain `contains(x)`, but for a
non-matcher value that falls back to `Iterable.contains`, which compares
maps and lists with `==` and would never match.
- `avoid-unused-ignores`: DCM 1.40.0 no longer reports
`match-getter-setter-field-names` or
`avoid-unnecessary-nullable-return-type` on these getters, so their six
ignore comments are removed. DCM 1.39.1 would report them again, but CI
always runs the latest.
- `avoid-unassigned-fields`: disabled in `supabase_lints`. The ten hits
are false positives. 1.40.0 flags public fields of private classes even
when a method of the same class assigns them, while an identical private
field is not flagged.

Verified with DCM 1.40.0 (`dcm analyze packages`: no issues), `melos
analyze`, and the touched test files.
