Pull #125

github

feat(scene-storage-export): per-scene export cooldown and transfer logs

- Start a scene's next export no sooner than EXPORT_SCENE_COOLDOWN_SECONDS
(default 10) after its last one, answering 429 with Retry-After, so a loop
of quick exports cannot open a new unpooled Postgres connection per request.
- Expose Retry-After through CORS so the browser can read it.
- Log every export outcome with format, raw bytes and duration, plus the
error message and code for unexpected failures, and log finished exports.
- Pin PG_COMPONENT_STREAM_QUERY_TIMEOUT to the 120 s export limit so export
  streams never inherit PG_COMPONENT_QUERY_TIMEOUT.
