Make tracy/tracy an optional dependency

tracy/tracy moves from require to suggest (and require-dev). Dispatcher
writes handler and driver exceptions to Tracy only when it is installed and
Debugger is enabled, as before, and works without it; the PSR-3 logger gets
every error either way.
