refactor(chat): drop dead input keys and adopt dark-overrides() (#2473)

igc-textarea declares the merged input keys itself, so the values from
the chat host never reached the textarea parts. The chat input sheets
now check their keys against the textarea light maps, and the merge is
gone. The dark chat sheets use dark-overrides() and are layered over
the light sheets, like the other components.
