Replace Poetry with uv

Poetry handled dependency resolution, locking and the build backend.
pyproject.toml now holds standard PEP 621 metadata with the dev tools in a PEP
735 dependency group and uv_build as the backend, and uv.lock replaces
poetry.lock at the same versions for all 40 packages; the only addition is
tomli, which coverage[toml] declares for Python 3.11.0 and Poetry dropped. The
Makefile, the test and lint workflows (setup-uv pinned by SHA, uv 0.13.1),
Dependabot (uv ecosystem), .gitignore and the contributor docs follow. The
built wheel ships the same modules byte for byte.

The license is now published as License-Expression: MIT, and PEP 639 forbids
keeping the license classifier next to it; the Python classifiers Poetry
generated are now explicit and must be extended with the test matrix. uv honors
.python-version (3.11.17), so each CI job passes its version through setup-uv
with downloads disabled to keep testing the interpreter setup-python installs.
Dependabot runs uv 0.11, which rewrites the lock as revision 3; uv 0.13 accepts
that under --locked, so only that header line flips.
