Trigger PRECONDITION_FAILED without a transient queue; document RabbitMQ 4.3

RabbitMQ 4.3 refuses non-durable, non-exclusive queues by default
(deprecated feature transient_nonexcl_queues), so the driver error test
could no longer create its 5.x style queue. It now pre-declares a durable
queue with x-max-length, which the driver redeclares without arguments.
UPGRADE-6.0.md and the RabbitMQ docs explain what 4.3 means for 5.x
queues and durable: false, and how to permit the feature again.
