Migrate docs maintenance to the Node workflows

Migrate the documentation maintenance installation to the merged Node workflows from hydra-ecosystem/github-actions#20 at `2026bcc87`.

Rename the configuration to `.github/node-maintenance.json` and inherit the shared defaults. Security checks run weekly; routine upgrades run every three months instead of during every weekly audit. Both modes are also available through manual dispatch. Both reusable workflows use the same immutable commit, with the configuration reporter's required issue permission and the new optional App credential names.

Update the documentation CI path filters and existing maintenance regression for the renamed configuration. Node 24, pnpm 11.21.0, the ten-day cooldown, website dependencies, lockfile, build script, and deployment jobs are preserved. The existing maintenance PR branch is reused.

Validation: the caller matches the public template; real Node/pnpm preflight passes for both manual modes and both scheduled modes; live defaults resolve to the merged commit; all website input hashes are unchanged. Both existing maintenance tests pass through an isolated pytest loader, and the shared integration/schedule/defaults suite passes (96 tests). Ruff lint/format and the changed test's type check pass. No maintenance run was dispatched.
