Let an explicit space_around_delimiters of an Option win (#166)

* Let an explicit space_around_delimiters of an Option win

Option._get_delim combined the option's setting with the syntax options
of the ConfigUpdater using `or`, so space_around_delimiters=False was
ignored whenever the ConfigUpdater had True (the default), also for
add_after.option(..., space_around_delimiters=False).

Option now defaults to space_around_delimiters=None, which follows the
ConfigUpdater it belongs to (spaces when orphaned), while an explicit
True or False takes precedence. Section.create_option passes None on
instead of copying the document's setting into the option, so options
created with section[key] = value follow the ConfigUpdater they are
copied to. The parser still passes its own setting, since a plain
Document has no syntax options.
