Write update_file with the encoding the file was read with (#165)

* Write update_file with the encoding the file was read with

`ConfigUpdater.read(filename, encoding=...)` remembered only the filename,
so `update_file()` wrote with the platform's default encoding and
silently re-encoded e.g. latin-1 files (to the locale encoding, or to
UTF-8 from Python 3.15 on, PEP 686). `read` now remembers the encoding
and `read_file` takes it from `f.encoding` together with `f.name`;
`read_string` keeps the file and encoding of a previous read, as it
already kept the file.

Like `configparser.RawConfigParser.read`, `ConfigUpdater.read` and
`Parser.read` resolve the encoding with `io.text_encoding`, so with
`-X warn_default_encoding` the `EncodingWarning` points to the caller
(PEP 597). `update_file` does the same for files without a known
encoding.
