Generate reference plots headless and make the docs build robust

The reference-outputs target now exports PYTHONPATH so the xspec
example programs can import bxa, and runs runall.sh without DISPLAY:
gen.xspec ends with an interactive 'cpd /xw' plot, which on a machine
with an X display starts a lingering pgxwin_server that keeps the
output pipe open and hangs callers; without DISPLAY it behaves like
the headless GitHub Actions runners.

doc/conf.py only loads the edit_on_github extension when it is
available - it is not part of the repository, so the sphinx build
failed in fresh checkouts.
