Generate xspec reference plots for the docs build and tolerate their absence

'make docs' started by copying examples/xspec/reference-output/*.pdf,
which do not exist in the repository (they are generated by the xspec
example runs and gitignored). The docs target now depends on a
reference-outputs target that runs examples/xspec/runall.sh, and the
copy steps, the doc/Makefile catch-all copies and the gh-pages commit
ignore errors so the docs build also works in environments without an
xspec installation (no reference plots) and in fresh checkouts without
a gh-pages worktree.
