Split conda requirements into sherpa and xspec variants

sherpa (CXC ciao channel) and xspec (heasoft) have conflicting gsl
requirements and cannot be installed into one conda environment,
mirroring the separate Sherpa and Xspec GitHub Actions jobs. Put the
dependencies into conda-requirements-sherpa.txt and
conda-requirements-xspec.txt so CI tooling can build one environment
per variant.

Skip the sherpa example checks when sherpa is not installed so the
module can be collected in an xspec-only environment.
