Make test_auto_background robust to environments without pycrates

Three issues surfaced when running the module via pytest from the
repository root instead of from examples/sherpa/:

- The CIAO build of sherpa selects the crates I/O backend by
  default, but pycrates cannot be imported with numpy 2
  (numpy.chararray was removed), leaving sherpa with its dummy
  backend. Fall back to the astropy backend, which sherpa also
  ships, when crates is unavailable.
- The data files are referenced relative to this directory
  (runall.sh changes into it); run from here regardless of the
  caller's working directory.
- The NuSTAR, eROSITA and Suzaku data directories are not in the
  repository; skip those checks when the data is missing instead
  of failing on missing files.
