Test against both Rack 2 and Rack 3

rack-freeze requires Rack 2, so every CI job installed Rack 2.2 and
Rack 3 was never tested. Replace it with Rack::Builder#freeze_app,
which does the same in the specs that build apps, so the main matrix
now gets the latest Rack.

Add a rack-2 job that sets RACK_VERSION to pin Rack 2.2 on every
supported Ruby.

Rack 3 moved session middleware into the rack-session gem, so add it
and require it where the specs and benchmark tasks use
Rack::Session::Cookie. rack-session 2 requires secrets of at least 64
bytes, so use a random 64-character secret instead of 'abc123'.
