Remove required_rubygems_version from gemspec

The minimum of 1.3.5 dated from 2009 and no longer meant anything.
OmniAuth now requires Ruby 2.5, which ships with RubyGems 2.7.3, and
nothing in the gemspec needs a newer RubyGems: metadata has been
supported since RubyGems 2.0, and the rubygems_mfa_required and
changelog_uri entries are read by rubygems.org, not by the installing
client. The Ruby requirement already implies the real minimum, so
drop the line instead of keeping a second number in sync.
