test: colocate tests as src/**/*.spec.ts (#212)

Split test/types.spec.ts into one spec per ASN.1 type, move the other specs
next to the modules they cover with explicit vitest imports, run the
asn1-test-suite fixtures as src/parser.compat.spec.ts, and add public API
smoke tests to src/index.spec.ts. vitest.config.ts is the pvtsutils copy.
Update vitest to 5.0.5.

index.ts re-exports its types with export type: vitest transpiles each file
on its own and otherwise kept them as undefined runtime exports. The rollup
TypeScript pass skips the specs (they use import.meta); the build output is
unchanged.
