fix: don't pick a node when the rebalancer only needs the region (#2399)

`Rebalancer.check/3` called `Nodes.get_node_for_tenant/1` and discarded the
node, using only the region. Picking the node runs the load-aware picker
and, when the region has no nodes, logs "Zero region nodes for ...".

`Nodes.launch_region/1`` now resolves just the region.
This saves us both the CPU check (which we threw away) and potentially
an extra log message.
