fix: validate requested RoCE NVConfig through native queries (#550)

Legacy DMS GET expands /nvidia/roce to all sibling parameters. On GB300,
validation therefore fails on unsupported MULTIPATH_DSCP even when the
Spectrum-X plan only requests adaptive routing, CC steering, and scheduler
locality settings.

Validate known RoCE leaves against native current and next-boot values,
reusing complete snapshots or querying only the requested parameters.
Preserve native override precedence and reject missing requested values.
Filter profile ownership locally for those leaves while keeping typed
RoCE writes in the existing single combined DMS apply action.

Cover drift, per-function isolation, enum mappings, unsupported requested
parameters, profile filtering, and single-command apply in regression tests.
