fix: bypass DMS breakout lane query and apply failures (#545)

DMS lane GET reads an unrelated planes sibling, which can fail on
NUM_OF_PLANES_P2. The NVConfig action also rejects shell-quoted indexed
MODULE_LANES templates before invoking mlxconfig.

Translate breakout lanes to native MODULE_SPLIT assignments and retain
other typed operations in the same DMS action. Explicit native overrides
still win, and conflicting typed lane owners fail before execution.
Validate complete native module arrays for current and next-boot state,
including unexpected members, without issuing typed breakout lane GETs.
Mark unfiltered native queries explicitly and reuse only those snapshots.
Refresh module arrays for filtered or unmarked snapshots, replacing stale
module entries without losing unrelated overrides or mutating caller maps.

Cover override precedence, staging versus reboot, reserved lanes, malformed
and conflicting intent, per-function state, fwctl query fallback and one
combined apply command. Add regressions for filtered snapshots hiding
extra membership or omitting lane data. Document the compatibility path.
