feature: predicates to match the path from request (#4340)

feature: predicates to match the path from request and raw path, regexp
and prefix match

- PathPrefix() %2f is normalized to /
- RawPathPrefix() allows to match %2f
- PathRegexpMatch() %2f is normalized to /
- RawPathRegexpMatch() allows to match %2f
