Instrument tests and examples with UBSan (#593)

The existing UBSan CI job links the runtime but only instruments the
library, so undefined behavior in tests can pass unnoticed. Propagate
UBSan compile and link options to consumers, and verify library, test
and example compile commands in CI.

Validation: Clang 18 UBSan passes all 69 tests and the example. Applying
the CMake fix to #518 correctly fails on the null-pointer `memcmp` call
in `Statement.stringView`.
