Commit Message

Finish C++17 cleanup and verify minimum MSVC (#592)

Finish the C++17 cleanup from #589 and retain an explicit VS2017 15.9 /
MSVC 19.16 minimum in CMake and Meson. Add dedicated v141 CI coverage
that asserts the actual toolset and exercises standard filesystem and
string_view; leave CHANGELOG.md unchanged.

Validation: MSVC 19.16.27054 passes all 69 unit tests, the example, and
the filesystem/string_view consumer in both push and PR runs. All PR
checks are green; local CMake, Meson, consumer, rejection-diagnostic
checks, and actionlint also pass.
