ci: authenticate private Core dependency reads (#416)

Prepare CLI CI and source releases to read Core after its repository becomes private. Pin the verified strongo/cicd v1.22.0 workflow contract and authenticate only github.com/datatug/datatug-core using the existing organization App key.

The four local Go jobs mint their own contents-read token before Go setup and install credentials matching only Core and its .git path. Shared CI and release builds use the same exact Core repository scope. Public datatug/datatug artifact publication, signing/notarization, release smokes, and existing publication credentials remain unchanged. No PAT or repository visibility change is introduced.

Validation: focused TestPrivateCore tests pass with actual Git credential routing checks (exact Core paths succeed; sibling, foreign-owner and public mirror paths receive no credential), every local Go job authenticates before dependency fetch, and public release gates remain intact. go vet . and duplicate-key YAML validation pass. Token action is pinned to official v3.2.0 commit bcd2ba492; provider v1.22.0 resolves to 686765a7c.
