fix(dbcopy): resync unowned sequences, run every PG journey test in CI, truthful decimal and NaN warnings (#413)

Review round 4 follow-ups of #385: counters follow nextval defaults of sequences the column does not own (counted warning when none); TestPostgresReloadKeepsANotEnforcedKey is in the journey list (PG18-only, skip allowed on 17) with a guard test that fails when a server test is not listed, and its setup bug fixed; tests for a key that cannot be re-added and for the Verify foreign-key fields; decimal default spelling and values-normalized counts say what the server stores; numeric NaN kept as text is counted; the output-settings test no longer sets a 1ms statement timeout.

  Review of #413: counters are forward-only (a shared sequence is not moved back by a reload of one table), the sequence a column's DEFAULT uses wins over the one it owns, the journey guard follows methods and function-valued fields with explicit exemptions, and the Verify foreign-key test says what it compares.
