Fixed HtmlToHtml to drop end tags ignored because of an unwrapped <noscript>

When NoScriptHandling is Unwrap, an end tag that the HTML parser ignores
because a <noscript> element is in the way (e.g. </span> in
<span><noscript><svg></span>) was still written. Since the <noscript>
tags are removed from the output, the end tag was no longer ignored when
the output was parsed again, implicitly closing the SVG or MathML elements.

Found by the html-tokenizer fuzz target.
