fix: let the coverage job build its fixtures and run the full suite (#1467)

The job has been green while measuring a broken run. `make
package_test_example_*.json` failed with `iota: not found` because the
binary was downloaded to the workspace but never put on PATH, `set +e`
let the step continue, and `--ignore-run-fail` turned the resulting
test failures into a pass. The node it started was v1.16.2. It also ran
632 of the 755 tests `make test` runs, because it never enabled the
features that gate the serde, proptest and move-types suites.

The shared start-local-network action provides the current binary on
PATH and the running network; the fixtures get a step that fails the
job; the test selection mirrors `make test`, with the network crates
kept in because the network is there. The lcov file is kept as an
artifact so a low number can be analysed without Coveralls' API.
