Reject equality constraints in the NSGA2 driver

The driver only builds constraint entries from 'lower' and 'upper'.
OpenMDAO 3.45.1 stores an equality constraint with both as None, so it
was silently ignored (earlier versions used +/-1e30 and hit a confusing
"numerically infinite" error). NSGA2 marks a point feasible only when
every entry is >= 0, which a random design almost never meets for an
exact equality, so raise a clear ValueError at setup instead.
