docs(agents): 2.0 docs links, the agents primer skill, and one diagnostic catalog (#4098)

* docs(agents): point JSDoc and footer links at the 2.0 docs and next branch

- Replace the 37 `@description https://docs.solidjs.com/reference/...`
  (Solid 1.x) links in packages/*/src with the matching 2.0 reference
  pages on https://v2.solidjs.com, mapped through the docs generator's
  route tables (error-boundary -> errored, suspense -> loading,
  create-optimistic-signal -> create-optimistic, advanced/* folders).
- Add a JSDoc block to `isPending` in signals/core/verdict.ts in the
  style of its signals.ts neighbours.
- `blob/main` / `tree/main` -> `next` in console-footer.ts SKILLS_URL,
  signals core/dev.ts GUIDE_URL and CHEATSHEET.md "See also" (2.0 lives
  on `next`; `main` is 1.x).
- Server `notSup()` message: `onMount` -> `onSettled` (2.0 replacement).
- .cursor/rules/web.mdc: correct the Client/Server Entry export lists to
  the actual exports of src/index.ts and src/index.server.ts.
- packages/solid/README.md: examples link pointed at a missing file;
  now points at examples/ and the examples grid plan; docs links point
  at the 2.0 docs host.

* docs(agents): ship the Solid 2.0 primer skill and registry keywords

Add `packages/solid/skills/solid-2.0/SKILL.md`, an under-8 KB primer for
coding agents: the three rules that matter most, the 1.x -> 2.0
corrections, the primitives to reach for, and pointers to the cheatsheet,
the shipped skills, the diagnostics endpoint, the lint config and the docs.

Emit CHEATSHEET.md as the `solid-2.0-cheatsheet` skill on build
