Allow hex_core 0.20 (#168)

hex_core 0.20.0 fixes EEF-CVE-2026-103502 and EEF-CVE-2026-105274. The
old `~> 0.19.0` requirement blocked downstream projects from taking it,
so OSV scanners that read mix.lock flagged them.

Widen the requirement instead of raising it. 0.19 users keep a valid
resolution. SBoM calls only `:hex_core.default_config/0`,
`:hex_api_package.get/2` and `:hex_api_release.get/3`, which 0.20 does
not change.

Also sync both lockfiles, which had drifted apart.
