* fix(argparse): let negated flags win over allow_hyphen positionals

should_parse_as_positional only asked long_index whether a `--name` token
is a known option, and long_index has no `no-<long>` entries, so
`--no-<flag>` became a value of the next allow_hyphen_values positional
instead of negating the flag. Resolve `no-<long>` through a shared
lookup_negated_flag helper, used both there and by the long-option branch
of the parser. `--no-<flag>=value` is now rejected like `--<flag>=value`.
