fix(projectTopTabs): Project top tabs accurately underlines the current DEV-3005 (#7669)

### 📣 Summary
The top tabs in the form summary/data/settings/media tabs' underline now
follows the correct page

### 💭 Notes
Seems like the old method of using `location.hash` was giving us an
inconsistent bug where the location would not trigger a rerender and
thus the underline doesn't move. I moved the component to use the
`useLocation` hook instead.

### 👀 Preview steps
**⚠️This doesn't seem to be reproduceable 100% of the time, but the
follow steps did work for me.**

1. ℹ️ have an account and a project
2. open the project (you will land in "Sumary)
3. click on "Data"
4. 🔴 [on main] notice that the "Data" tab is not underlined
5. 🟢 [on PR] notice that the underling follows the correct route as you
click through all the tabs
