feat: add lemmy provider (#703)

Resolve Lemmy avatars from the user's home instance through the public
/api/v3/user endpoint. Input handling reuses the Mastodon handle parser
(user@instance, optional leading @) and the instance is checked with
isReservedIp before any request.
