Updated SmtpUtf8AddressValidator for draft-ietf-mailmaint-smtputf8-syntax-06

* Han, Hiragana and Katakana now count as a single script, as do Han and
  Hangul, and Han and Bopomofo. Mixing scripts from different groups (e.g.
  Hangul with Hiragana) is still reported as MixedScripts.
* Added Arnt's new test vectors and tests for the CJK script groups,
  including with AsciiIsLatin.
* Updated the docs and ReleaseNotes.md to describe the script groups.
