Added a filters fuzz target and fixed the bugs it found

* Added a 'filters' fuzz target that exercises Dos2Unix/Unix2Dos,
  ArmoredFrom, MboxFrom, TrailingWhitespace, the DKIM body filters,
  BestEncodingFilter, OpenPgpDetectionFilter and OpenPgpBlockFilter,
  checking chunking independence, Reset reuse, FilteredStream reads
  and writes, and a reference oracle per filter. It replaces the
  planned charset-filter target.
* Added filters.dict, seed corpus generation, and registered the
  target in fuzz.ps1, fuzz.yml and FuzzingPlan.md.
* Fixed FilteredStream.Read/ReadAsync to flush the filters at the end
  of the stream and to keep reading when the filters hold back an
  entire chunk instead of returning 0 prematurely.
* Fixed OpenPgpDetectionFilter throwing IndexOutOfRangeException on
  lines following an END PGP PRIVATE KEY BLOCK marker, and fixed its
  BeginOffset/EndOffset drift when lines are split across chunks.
* Fixed BestEncodingFilter counting a CRLF split across two Filter()
  calls toward the line length.
* Added regression tests and release notes.
