Withhold the signature when a static dimension reaches any NumPy call (#1064)

A dimension read statically from an axis on which the callers pass
different extents is None at trace time under the emitted signature,
whatever each calling context shows. The static-shape-read check already
judges reads against that signature, but its NumPy sink covered only the
buffer constructors (zeros, ones, empty, full). It now covers any call
rooted at the numpy module: np.arange, np.linspace's num, np.eye and
np.tile raise on None, and np.random.uniform(size=None) silently returns
a scalar. Each traces under a bare decorator, so the conversion is kept
and only the signature is withheld.
