Extract exact-ID decode from DecodeMessage (#6820)

The undecodable-params admission check pushed DecodeMessage's
cyclomatic complexity to 17, over the gocyclo limit of 15, so lint
fails on main. The advisory fix merged from a private fork, where
lint did not run.

Move the final decode and exact-ID restore into a helper. Behavior
is unchanged; the deferred rejection log still sees the named error.
