refactor: keep LitElement statics through EventEmitterMixin (#2471)

- Default the mixin base type to typeof LitElement; other bases pass typeof Base
- Add override to static styles in 37 components; make the protected ones public
- Add LitElementConstructor for HostAriaMixin and the form mixins, so
  host-aria uses super.observedAttributes instead of Reflect.get
- Remove abstract from IgcBaseComboBoxComponent, because the old
  AbstractConstructor argument hid it from the concrete-only form mixins
- Update the Custom Events example in CODING_GUIDELINES.md
