* gribi/polarization_ipv4: add Arista and Nokia support

Adds Arista EOS and Nokia SR Linux hash perturbation and deviation support to LB-1.1 (wECMP Hashing Polarization Detection):

- Arista EOS (perturbHashArista): perturbs both ecmp hash seed/polynomial and port-channel hash seed/polynomial under load-balance sand profile default, and restores defaults in t.Cleanup.
- Nokia SR Linux (perturbHashNokia): perturbs system load-balancing hash-options hash-seed across iterations, and restores generate-from-mac in t.Cleanup.
- configureDUT & t.Cleanup: configures default network instance, enables IPv4 on LAG subinterfaces when deviations.InterfaceEnabled is set, and detaches LAG member ports before deleting aggregate interfaces during cleanup.
- metadata.textproto & README.md: adds ARISTA and NOKIA platform exceptions and documents vendor hash perturbation mechanisms.

* gribi/polarization_ipv4: add IPIP transit profile alongside IPv4

- Add IPIP (IP-in-IP transit, IP protocol 4) traffic profile alongside plain IPv4 to validate inner IPv4/UDP hash distribution across iterations.
- Update README.md to document both IPv4 and IPIP profiles.

* Move load-balance hash reset CLI config to dut_initialize plugin

* Move load-balance hash perturb CLI config to dut_initialize plugin
