Phone tap and sheet fixes, Slack-style thread and reaction notifications, Activity bell preview (#308)

* Phone: tap never opens the hover toolbar, pointer devices ignored at phone width, shorter long-press sheet

- Ignore the browser's replayed mouse events after a finger tap, tracked
  window-wide so rows that missed the touch are covered too.
- Phone-width touch layouts keep touch affordances even with a mouse
  attached; tablets with a trackpad still get hover.
- Long-press sheet: six most-used reactions, four equal action tiles, a
  short grouped list; light haptic on a one-tap reaction.
- Sidebar Activity bell: the unread badge is no longer clipped.

* Notifications the Slack way: reactions flash, threads live in Threads and Activity, bell preview, row menu actions

- Activity bell counts unread minus reactions; a live reaction flashes its
  emoji on the bell; the Reactions tab has no dot.
- Thread replies no longer dot or bold channel and DM rows; Threads is bold
  (no count) while a followed thread has unread replies.
- Threads page freezes order and membership per visit; re-opening Threads
  reloads it silently. Cards stay live.
- Desktop-only hover preview on the bell: Unreads toggle, newest rows, Open
  Activity.
- Activity row menu: remind, stop following thread, copy link, clear all
  before, remove. Rows share one data hook with the list.
- Tooltips on row and toolbar actions; floating layers ordered (popover,
  menu, tooltip); a press in a menu opened from a card keeps the card.
- Activity bell badge no longer clipped.

* MessageItem tests: hover the tooltip-wrapped toolbar buttons before clicking them

The lazy tooltip mounts its primitive on first hover, replacing the button;
user-event resolves its click target up front, so a bare click landed on
the detached element in CI. A pointer hovers before it clicks anyway.

* device: stamp the phone-tier gate on resize instead of reading matchMedia per row render
