chore: document that a failed wait after execution loses the effects (#1665)

* refactor!: stop waiting inside transaction execution

Execution resolves to the effects as soon as the node returns them; callers
that need the transaction indexed or checkpointed call `wait_for_transaction`
afterwards. A failed wait can no longer hide the effects of an executed
transaction.

Restore waiting inside execution and instead document, where `wait_for` is
chosen, that a failed wait returns an error although the transaction was
executed, and how to keep the effects by waiting separately.
