Fix fuzz invariant failures in DateUtils, AuthenticationResults and HtmlToHtml

* The date parser now rejects numeric timezone offsets with minutes >= 60.
* AuthenticationResults folding no longer drops property values consisting
  entirely of non-space whitespace (e.g. form feeds).
* HtmlToHtml no longer pops the tag context for end tags that the HTML parser
  ignores, so the correct end tags get written when the element is eventually
  closed and the output round-trips.
